Can a pinched nerve in back of my neck prevent me from raising my arm?

The pain originated left of center in the back of my neck.The next day my neck and shoulder were stiff and sore. The pain seemed to originate from a different place, the trigger point @ the edge of my left shoulder blade.The prevention of movement didn't occur untill about a week later. I can raise my hand to the height of my head. If I push my arm up with my other hand by pushing up from under my elbow, my arm will raise. There is no pain when I do this. It seems as if my arm is dead weight when I do this. I can use it in every other capacity when it is not raised, although it is slightly weak. I am right handed, if that has any bearing.
